In accordance with instructions from Hd Qrs State of Alabama, Bureau R F & A L. Two (2) Soup Kitchens have been established in this City (on Canon St opposite Gilmer & Co Cotton Warehouse) for the relief of the poor and needy; and, are now in readiness to furnish supplies of Bread and Soup. 

There being three different colored Tickets (Red, Blue and Green) it is believed that the following mode of issue will prove the usual beneficial.

The "Red Ticket" entitles the bearer to Soup (the amount specified on the face of the same by the Committee or the one furnishing it)on Mondays Wednesdays and Fridays; The Blue Ticket on Tuesdays Thursdays and Saturdays, in making the issue every other day, the parties are then not entirely dependent upon this for a support. The "Green Ticket" entitles the bearer to Soup daily, and should be given only to those who are wholly dependent upon public charity.

Ticket No 1 should be given to the White and Ticket No 2 to the Colored persons.

Each Adult will be entitled to one pick of Soup per issue, and families in proportion - children receiving only half that amount
