The following instructions are issued with respect to certificates and checks made payable to the order of the Commissioner of this Bureau, in compliance with the Joint Resolution of March 29, 1867, entitled "A Resolution in reference to the collection and payment of moneys due colored soldiers, sailors, and marines of their heirs."
The scale of fees prescribed in the resolution is as follows: "For the preparation and prosecution of claims for, and the collection and remittance of, all sums not exceeding fifty dollars, the sum of five dollars; for all sums exceeding fifty, and less than one hundred dollars, the sum of seven dollars and fifty cents; and for all sums exceeding one hundred dollars, the sum of ten dollars. The expense of notarial fees will be borne by the claimant."
The above scale of fees applies to all settlements, whether on account of arrears of pay, bounty, or prize-money.
If agents have paid notarial fees necessary in the prosecution of a claim, only the actual amount paid will be allowed; and should that amount appear suspiciously large, the affidavit of the attorney or agent to its correctness will be required
The expenses of stationary, postage, drawing up affidavits, &c., will not be allowed.
Communications containing checks or certificates, or relating to them, should be addressed to the Commissioner, Bureau Refugees, Freedmen, and Abandoned Lands, Washington, D.C., and the words "Claim Division" should be endorsed upon the envelope.
