II The journey of Rev O. D. Kinsman, late Brt. Lt. Col. U.S.V. Agent of this Bureau from Montgomery Ala. to Washington D.C. being upon public business connected with this Bureau is hereby approved and authorized.

Upon the completion of the same Col. Kinsman will return to Montgomery Ala.

The actual expenses for transportation will be paid by the Chief Disbursing Officer of this Bureau for the State of Alabama.
