In relation to the political excitement which has so unfortunately arisen during this month, I have to say, that in my judgment it will go on increasing. And I do not believe that the peace of this Dist" can be preserved to the time of the Presidential Election unless a small body of Soldiers should be stationed at some convenient point in it, about ten or twelve Infantry, with authority to mount the whole or part of them whenever occasion requires. This suggestion does not grow out of any present urgent necessity

The Probate Judges & Sheriffs have nearly all qualified & I expect efficient co-operation from them in the preservation of peace and good order
