General;-
I have the honor to submit the following Report of the Operations of the Bureau and Freedmen's affairs in this Sub. District, during the month ending 31st Jan'y., 1868.

1-Cases Referred to this Office from Hd. Qrs.

Some of these have been disposed of in accordance with directions; others are still undergoing investigation, and will be reported as early as practicable.  

2-Cases Originating in this Sub-District.

There has been submitted at this Office, during this, and the latter part of the last month, a great number of complaints growing out of settlements between employers and employees for labor done last year.  These complaints have come in so rapidly as to render it impossible for myself and Capt. Burton to investigate all of them.  Hence many of those from remote parts of the Sub. Dist., mostly from Bullock and Pike Counties, have been referred to magistrates, and other Civil Officers, with directions to report their actions to this Office. Some of these Officers continue to manifest a disposition to secure to the freedmen their rights; but others appear to be losing their regard to the claims of freedmen, especially when the claim to dollars and cents is involved. It is believed that nothing but the fear of being reported to
