Dear Sir
For the last month the business of this Office has been very light, Saturdays excepted, and has consisted chiefly of complaints caused by gross neglect & fraud on the part of the planters, the latter being from enormous prices charged for articles, and time lost; and where the hands have worked for part of the crop, they have not been allowed at all, in many cases.

I have had but one case of assault & battery which was turned over to the Civil authorities.

The peace & harmony of this place & vicinity have been much disquieted & annoyed by an organization or organizations, whose object appears to make life unsafe & property insecure. These bands operate chiefly at night & cause alarm by their unlawful proceedings.
