Colonel,
I have the honor to submit the following report of affairs connected with my District for the week ending Feby 3. 1866. Altogether the condition of thing is more hopeful than it was at the time of my last weekly report. The power of the Bureau is beginning to be felt and instead of being regarded as an instrument of oppression, as formerly, it is now looked whom as an institution absolutely necessary to aid in the great work of reconstruction, and to bring order out of the existing chaos.
I am happy to state there is a great falling off of cases of small pox, and I hope soon to be rid of the disease entirely. The colored people of the city held a fair last week to raise funds for the purpose of establishing an Orphan Asylum. The fair was a decided success and over $1200.00 was netted.
The "Nationalist" is also another success and I am glad of it as it is the only paper published here that can be used as an organ of the Bureau.
The "Press" of the city is one of the greatest stumbling blocks in the way of reconstruction. They are calculated to keep up a bitter spirit, and I am sorry to say they do not pay a strict
