From Baldwin, where sparseness of population presents the congregation of Poor in locality and money is not a necessity as in is in this city, few complaints of suffering from destitution come in; although poverty prevails and the freedmen can pay neither for Education or Provisions. They manage to live from the crops, by fishing or by cutting wood. 

Our Agent, Dr. Stephen Moore, attends the sick and furnishes medicine gratuitously to destitutes. 
In Mobile the sick have access to the City Hospital on the same footing as whites. 

Operations of Laws.
Favorable progress has taken place, and claims are easily adjusted. 

In Baldwin County, particularly since the appointment of an Agent, and the location of a squad of soldiers cooperating with him, a marked improvement has taken place. Formerly there was no tribunal in Baldwin County to which a colored man could yield appeal with any show of success.

Dr. Stephen Moore in conformity with the practice of this office, refered to a Justice of the Peace all civil cases. He states that, where writs are liable to resistance the paper is given to a soldier to serve, and those who would resist the summons in an ordinary process, at once appear to answer charges where whites showed the laws force. A great many old cases are being adjusted particularly claims for work and labor done since the war. Judgments and collections are obtained to the great relief of those who have been
