The law offices are disposed to bring these offenders to justice, and though few of them have as yet been punished, it appears to me that those who escape owe their immunity less to the connivance of the citizens than to fears of violence at their hands. 

I am as yet new to the duties of my appointment, though long resident in that part of the country and generally familiar with the course of affairs affecting freedmen. I may add that the condition of the latter appears to be improving in many respects, but that the room for further progress [[strikethrough]] in this respect [[/strikethrough]] is ample.
