Colonel: In accordance with General Orders No. 14. I have the honor to transmit the weekly letter of advice required, for the closing week of September.

I have to report a general state [[strikethrough]] general state [[/strikethrough]] of quietude within my District, with some harsh exceptions. The conduct of or soldiers towards Freedmen is reported to be very cruel, in many places. A lady who visited two or three weeks in Marion Perry Co., related to me instances of outrage that she saw. In this city Freedmen are beaten and robbed by soldiers, and on the 26th inst. one was dangerously shot for refusing to sell a soldier liquor, in obedience to his orders.
