The courts as a general thing take immediate action in cases of Freedmen referred to them. From this office and in general the law is fairly administered. Justices of the Peace, are acting more promptly upon complaints made to them by Freedmen, than formerly - There had been considerable decrease in the number of complaints for assaults 7c. The laws enacted by the last Congress providing certain protection &c. acts mightily in its restraining influences.

There is considerable destitution among the colored people, principally confined to old people who have been seperated from their families, and are now turned away by their former masters, In many instances destitution is caused by their inability to collect the small sums owing to them for work, especially so, is this the case in cities and towns.
