I have the honor to submit the following General Report of this Sub-District for the month of August 1867.

There has been a great increase of complaints of various characters during the month principally of discharge for labor without cause, which complaints have been too common to meet the attention such cases should demand. because we have no legitimate way under the law to compel immediate settlement and payment. 

There have been but a few serious complaints made to this office during the month one of brutal whipping which has been referred to the Military Authorities, and the offender has been arrested & is now held for trial by Military Commission. There are been nine complaints in all of sufficient importance to go upon the complaint Book.
