to the civil authorities as contemplated, the proper person to receive the cause not having been designated by the Commissioners, who have deferred action until the 6th instant.

No known change in Temperance affairs since last Report Certainly no increase in the membership.

The business of the Bureau has not been as satisfactory as of former months. The indifference, negligence and carelessness of the civil officers has been most reprehensible. Cases referred to the courts, need careful watching to insure prompt action, and, if tried, the State laws do not give the laborers due consideration

Every effort has been made to get all cases of importance, securely before the courts, unless arbitration can be agreed upon between the parties. 

The State law, giving preference to claims of the landlord, is working great injustice to the laborers. It might have been well enough when the landlord owned the labor, but not now, that labor has become an independent element. I would respectfully ask the consideration of the Assistant Commissioner to the subject.
