I have the honor to submit the following General Report of this Sub District for the month of November 1867.
There have been the usual number of complaints of various characters during the month, which have been considered and disposed of in the usual manner. The general character of these complaints indicate a desire on the part of the people to misunderstand the condition of public affairs. Many threats are made that indicate that no restraint should be withdrawn that is now or may be held over these people, in the interest of the Freedmen.
