I have the honor herewith to transmit a report of the operation of the Bureau R.F. & A.L. in the Sub District of Talladega for the month ending the 31st of August 1867. The working of the labor system is attended with much confusion; the people generaly is very reluctant to treat freedmen laborers any other than they have been accustomed to treat slaves. As regards apprenticing law & poor law & system of taxation there has no change been since my last report. I forwarded one claim for additional bounty. There are five Freedmen's school in operation once at Gadsden Bane County 56 scholars, one at Columbiana Shelby County - scholars., one at Talladega, Talladega Co 50 scholars, one at Silver run Talladega County 48 scholars & one at Jacksonville Calhoun Co 42 scholars. The Lincoln Temperance Association is growing in number & popularity has 180 members which attend regular & command a good influence. I have issued all Provisions received from charitable Associations & have now on hand 958 Sacks Government Com. My Hospital Reports show lots of 3 & gain of 4 cold inmates leaving a Fatal aggregate of 65 persons.
