I have the honor herewith to transmit report operations Bureau RF & AL Sub Dist Talladega Ala in the month ending 31st Oct 1867. The working of the labor system is attended with much confusion. In many localities the crops was shortened by the drought the produce when gathered commands a very low price the most successful planters will not more than make expences and many will loose.  I many instances they try to make good their loss by taking advantage of the laborer. The civil law bring dilatery it is the protection to the colored man. The Bureau R F & AL in connection with the American Missionary Associations has purchased the College at this plane known as the Baptist College some paid jointly $8,000. The Bureau RF & AL having discontinued the employment of teachers, the names of the American Missionary Association being limited has to some extent arrested the progress of Cob schools in this sub Dist. Since late elections a lack of sympathy for the colored man is more clearly developed
