In compliance with Circular No 11 C.S. I have the honor to report the affairs of the Bureau of R F & A L for the month of November 1868 as follows -

The Freedmen with very few exceptions are at work and doing very well. Those who have been at work farming the past season have been able to save some "little," after paying their debts, and as I am informed by the most of them, have corn enough to supply themselves the next season.

There have been a few of the Freedmen discharged by their employers for voting with the Republican party, which has been done in such a manner that the law is evaded, but circumstances go to show that it has been done.
