Colonel,

I have the honor to state that the affairs of this office are in a prosperous condition.

Complaints are made every day but most of them I can settle without any serious dificulty. 

I have a good deal of complaints mad for not receiving last years pay there are very few that I can give any incouragement to.

I have had one more steamboat case which I settled satisfactory to the Freedmen. 

I think that there begins to be a better understanding between the planters and Freedmen: more harmony than when the Bureau was first opened
