I have the honor to report the affairs of this office conducted in a peaceable manner - 
The residents of this immediate vicinity are exceedingly rebellious in speech and acts under the surface,
There is a disposition not to allow Yankees/Loyal people/ especially old residents, to remain among them in peace - 
One northern man running a mill a few miles out of town - was told by a Rebel to turn his black hands away, or he would get a lot of poor Whites and "cleanse them out" -
Although these facts may not be directly within the jurisdiction of the "Bureau" I think it my duty to report them -
