I have the honor to state, in addition and explanation of my report of the 9th that many unprincipled men in this District, who have freedmen in their employ, have been and are discharging them upon the most trivial offenses.
  
This occurs when a portion of the crop is promised as compensation, in most cases, and because the employer hopes to make the share of every man he turns away - (women and children can be hired to gather the crop at very low wages) 

This portion of the community are aware that the present Asst. Supt. has no military force to uphold decisions, and also that they can get a decision before a magistrate upon white testimony in their favor - every obstacle is put in the way of Freedpeople coming to the "Bureau" by threats of different kinds, and where
