I have the honor in compliance with circular No. 2. Head Quarters. Sub-District of Alabama Montgomery Ala. October 10th 1866 to forward a full general and statistical report on all subjects coming under my control since April 14th 1866, the date I relieved Capt Cogswell 34" N.J. Vols. as Asst. Supt. RF and A.L. of this District. 

The manner of punishing Freedmen who are brought before the Asst. Supt. for violation of his orders, is the stoppage of an amount of wages proportionate to the offense and in aggravated cases, few of which have occured - confinement for a number of days, on bread and water, under the supervision of the Asst. Supt. 

The manner of securing Justice before the Asst. Supt. is by the testimony of each party in the presence of that Officer, when decisions are made, the parties are ordered accordingly,
