Sir,
In accordance with regulations, I have the Hon'r to Report that the affairs of the freedmen in the Sub, Dist are in as good a condition as (perhaps) could be expected, considering the unsettled condition of the country; and the violent spirit of rebellion that prevales. Most of them are working tolerably faithfule,- especially for all those persons that seem disposed to deal justly by them,
