Dear Dr. Waugh:

I was very glad indeed to receive your letter of March 31. I had fully expected to spend some time with you in Toronto but owing to the culmination of legislative efforts I was unable to get away.

I am glad to advise you that our Personnel Bill which we have had in Congress some seven or eight years, passed both the House and Senate the past week and we are all quite elated.

I have been anxiously waiting your decision as to whether or not you are going North this year. I have ordered Cooper to Unalaska. His boat sails from Seattle on April 15. I was advised a few days ago that the Northland leaves San Francisco May 5. I wish it were possible for you to join her there but I know that that is not to be thought of. If you do not go this year I am going to be confronted with a very difficult problem as I am so short of officers until after July 1 that I don't see how I can possibly spare another man for that detail.

I am glad you are going to be present at the Coast Guard meeting in New York on April 17. The Admiral called up a few days ago and again expressed his admiration for the talk which you made here in Washington, and told me at that time about his proposed plan to have you speak or to borrow some of your films for that meeting. I think they are very anxious to borrow some of your pictures and if you do go to Alaska again this year you should be able to get some more.

I don't know whether or not I will be in New York as it is very difficult for me to get away at the present time therefore, we had probably better fix up all the details by correspondence.
