Dear Dr. Waugh:

I hope you will pardon my delay in answering your letter but since the passage of our Personnel Bill I have been detailed to a regulation board which has been in session from early morning until late at night almost every day. As a result my other office work had to go unattended to. Owing to this new legislation the Surgeon General is anxious to have our regulations revised and kept us at it continually. Most of that work is now over and I am taking the first opportunity to get this letter off to you.

It is perfectly all right for you to furnish an abstract to the International Journal for Dental Research and for this to carry the statement that a full report will be published in the U.S. Public Health report.

Regarding the article which you sent to my office, after checking it as I told you in a previous letter, I sent it to our editor who edits all our reports. It was returned to me a day or two ago with the statement that they would like very much to publish it. However, it does have to be retyped. I will have that done the first of next week in my office here and will ;forward it to you immediately. If you want to withhold it until after this years' cruise it will be perfectly all right, but I think it will be very well to publish it this year and then supplement it next year with an e\additional article. When they returned it to me they asked if you wished to have included with it any cuts or pictures and if so, for you to attach them. If you care to do this you can do so when the article is returned to you.

I think it would bee a splendid thing for you to take a stereopticon projector with you if you have one available. It would be quite helpful in your talks to the natives and schools as well as the crew.
