Hamptonville No. Ca.
July 30th 1866

Dear sir
I rec'd your favor of the 11th Inst. Was glad to learn that my action concerning the freedmen of this county had met your approval, and that you probably would be able to furnish the indigent blacks of my county Some rations. I have for the month of July, Signed only four contracts for labor and have laid no fine for any of them in fact the blacks are behaving themselves remarkably well at this time, the punishment some of them received at our last court for stealing &c had a salutatory effect, the idea of the court house and the jail is a perfect terror to them, a majority of them I believe are honestly desirous of doing their duty and are willing if able to labor for their support.
In obedience to your letter of June 2 I send you eight dollars fees & fines collected for the month of June, [[strike through]] with two [[/strike through]] I will forward
