let me know the mind of the Bureau, as a datum for my reply. I suppose no pent up walls of W.T.K. should any more confine the powers or limit the privileges of a black man than of a white one. If the African equals the Irishman he should of course have equal privileges. And if he is inferior to the Irishman it is a reason why he should not be additionally cursed with an inferior opportunity, for doing the best can can irrespective of power & complexion. You will be able to speak for Va & I will report accordingly. Must not privileges & opportunities irrespective of race precede the elevation of the race?

Yours Truly
