Dear Sir,
We have received a letter to you from Mr Crandon Capt & Supt. with the Endorsement of R. M. Manly Chaplain and Supt Freedmen's schools in regard to Mr. Frost's inefficiency as Supt of schools in a portion of Virginia. We commissioned Mr. Frost only as a teacher but sent him to you to be placed at your discretion. If you Endorse Mr. Crandon's and Mr. Manly's opinion and see fit to remove him from the position of Supt. which he holds by your authority we have no objection to it whatever. We think he has
