I have the honor to enclose Report of Colored Schools, in City of Norfolk; recently inspected by me in obedience to your order.
There remains in the 7th Dist. the schools in Smithfield and Suffolk, those upon The E. Shore of VA, and at the Wise and Taylor Farms New Norfolk.
I understood you to state verbally to me in Norfolk, that the condition of the above schools being well known and requiring no immediate inspection. You preferred ordering me to another district rather than to devote at present the time necessary for their Examination.
If so I shall await your further orders, before & remain
