General:
In accordance with written instructions from the National Freedmens Relief Association, under date, New York July 21st 1866, I have the honor to request, in their behalf "that the Bureau will appropriate to their treasury the amount they have expended in the erection of School Buildings in Richmond, and also relieve them from the obligation of furnishing offices for the Supt. of the 3rd District."

Two considerations specially impel to this request: viz. 1st.. The heavy expense incurred in supplying quarters for their teachers, and 2d. the increased number of teachers they will be called on to supply on account of the withdrawal of the Baptist Home Mission Sec, from the field of secular Education.
