There is a letter upon a subject which I wish to bring to the attention of the influential Col'd men of Richmond; & fearing it might go astray, as some other letters have when sent to Mr Woolfolk's address merely, I put it under the shadow of the Bureau's protection.  If it does not alarm you too much to face my writing, you can own over it, before transmitting, & see if you think the plan reasonable.
