I have the honor respectfully to state, that in the issue of 'Rations' to indigent freedmen of this Sub Dist, I find that several of the recommendations given by the "Teachers" are issued without a personal Examination of the Case. 

Too close a scrutiny cannot be given before the request is made, in order to prevent imposition on the part of the col'd people and I would suggest to you the importance of giving the "Teachers" particular instruction regarding this matter
