I very much regret that the General could not see his way clear to allow Mr. Fitzgerald's traveling expenses to the school. 

He consented to return on condition that his transportation should be allowed. If he had not returned I should have been obliged to look for another & and I preferred him to any I could employ. I understand that he was told in March that his transportation wd. be allowed.

He prepared the vouchers before I saw them or I should have had them made out as the others were. He had but the one set or I should have changed them.
