Mr Greene himself informed me that he "preferred Southern teachers"  I fail to see the advantage of placing these teachers at the mercy of the city, our only defense being, according to your letter, a relinquishment of the plan of cooperation, which will carry with it a relinquishment to the city of the well fitted up schoolhouses done at Bureau expense unless we enter into an unpleasant attention for them  I fear the plan will be a loss instead of gain  I await further instructions
