Respectfully forwarded to Gen. O. Brown Asst. Com'r. Better school rooms for the schools of the P.E.F. Com. are very desirable in Norfolk, still those schools are very comfortably convened, more so than some of the schools in Richmond, and than most of them in Petersburg.

It has been the policy of the Bureau to rent rooms where it was possible, rather than to build, and this course seems more necessary at this time than ever, on account of the limited means remaining at its disposal. The application, therefore is approved.
