O Brown Bvt Brig Genl Vols E. & M. 1 Vol. 77/68 Bureau R.F. & A.L. Office Supt. Education Richmond Va Feb 1, 1868 Respectfully returned to Gen. O. Brown Asst. Com'r. Disapproved, for the following reasons, viz 1st The present state of the Fund for Rental, repairs &c of school houses will not allow of so heavy an expenditure in one place as is asked for within. 2d When $1000, is expended in Farmville, on a building to be used for school purposes, it should be on a schoolhouse proper and not for a church.
