Respectfully forwarded to Bt. Brig. Gen O. Brown, 
Ast. Com. Va, append the expense of the Bureau for schoolroom rent here is about $180 - for year. Winchester has the largest colored population of any town in the valley, and from the ravages of the war, the population is at present the poorest - It is impossible for them to build a school-house for themselves unaided.
