Thomas copies of letter to yourself & him from Gen. Smith & Hatch on the condition of Freedmens affairs in Miss & West Tenn. Gen Tillson has this entered when duty as Supt of Memphis Dist. and will soon bring order out of the chaos complained of. The insolence & ill treatment of the late rebels has much to do with the blacks leaving the farms and seeking refuge at military posts as they feel uneasy at the talk of the renewal of slavery & downfall of abolitionists. I have just returned from Maury Co. where I talked to delegations of both white & blacks & think everything will work smoothly there hereafter. Shall visit other disturbed places in person soon as possible and administer the proper corrections. Sgd Clinton B. Fisk, B.G. & A. Com'r. | | 26 | Johnson R.W. | Bvt Maj.
