You are hereby appointed special agent to investigate the enclosed Claim of William Spence against the United States - You will be governed strictly by the instructions of the Hon. E W Stanton Secretary of War dated March 16 inst which are hereby enclosed. You will take all the evidence producable on the points involved and make your report to the undersigned without necessary delay Your compensation cannot now be fixed - but I will endeavor to have it arranged to your satisfaction.

I am directed by the Assistant Commissioner to inform you that the application of Mrs C F Treat, Acting Matron of the Canfield Colored Asylum, for transportation for herself and five children from Memphis Tenn to Hays City Kansas (and forwarded by you, approved March 3 1868) has been returned by the Commissioner to whom it was referred, disapproved - You will please inform Mrs Treat that the transportation asked for cannot be furnished
