H'd Qrs Dept Cumb'd Colonel I have the honor to acknowledge the receipt of your letter of the 11th inst with inclosure and to state that I have already given instructions to Lt Col Palmer substantially as advised by Major Genl. Thomas. I feel that an explanation is due the Major Genl. Commanding for the tone of my endorsement of Colonel Palmers letter as it used the word "immediately" appearing thus premptory It occurred from the mistake of my Act. Asst Adjt Genl. who is unexperienced. I objected to it at the time, but the error could not be corrected without erasures or pasting, and I therefore reluctantly allowed it go as it was written.
