Dear Sir:
I have received the letter of Gov Brownlow and your note referring to the appointment of yourself as Agent of the Bureau for Smith and DeKalb Counties, and have to say in reply that such an arrangement would be very agreeable to me if it could be effected. Unfortunately the Bureau will

cease to exist on the 16th inst. unless Congress should in the meantime pass a law to continue it. Besides for some months past Genl. Howard has refused to appoint new Agents in consequence of an order issued last winter by direction of Genl. Grant Act'g Secretary of war which required the discharge of all Agents. I will consider the matter of your appointment if the Bureau should be continued
