I am directed by the Assistant Commissioner Bvt. Maj. Genl. W. P. Carlin U.S.A. to call you attention to a Circular Letter from this Office written you on June 5th 1868 directing you to ascertain whether the following named colored men were in your Sub - District.
viz.
William Jones, late private C'o. C. 100th U.S.C.T.
Newton Jones, late private C'o. E. 12th U.S.C.T.
Robert Courtley, late private C'o. A. 12th U.S.C.T.
No reply to that letter has been received at this Office from your Sub - District. You will immediately upon the receipt of this letter, make such inquiries as may be necessary and report the result to this Office, with the least practicable delay.

Dear Sir,
I would respectfully recommend that the legal

proceedings initiated against W. W. Osborne, of Murfreesboro, in the charge of making illegal charges against a colored man for legal services rendered in procuring a claim for the latter be dismissed, if compatible with your duty as an Officer.  This prosecution was instituted by my directive.
It is in my opinion, probable that the trial would not result in Osborne's conviction, and if it would this is now no good to be accomplished by continuing the prosecution.
His business has been destroyed already by the withdrawal of confidence from him in consequence of this prosecution, and I do not wish to see the man utterly crushed and ground down.  I would therefore deem it a great favor if you will dismiss the proceedings against him in payment of costs.
