General:
I have the honor to transmit herewith a supplementary statement to the report of murders in Tennessee from the 1st day of July 1867, to the 1st day of July 1868, and the action of the Civil Authorities thereon which was forwarded to the Head Quarters Dept. of the Cumberland, on the 25th day of August 1868. 

The reason for the delay in this case has been that the Bureau R.F. & A.L. has not kept a complete record of the murders that have happened in the different Sub-Districts, and has had to gather the information from the Courts; and in so doing, every obstacle has been thrown in the way that could be properly.

Sir:
I, am directed by the Assistant Commissioner Bvt. Maj. Genl. W P Carlin U.S.A. to acknowledge the receipt of your communication recommending

that aid be given to H. A. Rankin and others, to enable them to hold a church and schoolhouse near Memphis, Tenn. In reply thereby I have the honor to inform you, that aid will be given you to a reasonable extent, not exceeding $500. - provided, however, that the colored people and their friends will first raise and impend an equal sum.  If they cannot succeed in raising $500.00. A sum proportionate to what they do raise will be given, with the understanding that the building must be a school house, not merely a church and commensurate in size, with the wants of the neighborhood.

Sir:
Referring to your communication of the 3rd inst requesting transportation for Normal Students at the University, I am directed by the Asst. Commissioner Bvt. Maj. Genl. W.P. Carlin U.S.A. to inform you that the application has been granted by the Asst. Commr. transportation will be issued to twenty (20) Normal Students from their homes to the University.

This will not be construed as authorizing return transportation.
