Hd. Qrs 5th Div. 6th Sub Dist. Virginia
Heathsville August 9th 1868

General:
I have the honor to report that the Freedmen of Fairfields (a Dist. of Northumberland Co) have, under great disadvantages, succeeds in erecting a school building 30 & 18ft and nearly finishing it. They made application to the Bureau for assistance several months since but the funds being exhausted none could be given. They have now expended their last Dollar and very much need & deserve help - They apply for Fifty ($50.00) Dollars and I will add that this small sum will do great good to the people of the District where the applicants live.

Very Respectfully
