Respectfully referred to Bt. Brig Genl. O. Brown inviting attention to endorsement of W. James, A.S.A.C. -

The undersigned cannot recommend any additional appropriation for the school at Harrisonburg. The Bureau has already expended $275.00 in aid of it, and the Freedmen do not appear to have made any effort whatever to aid the school or complete the school house. Funds are raised without difficulty to aid churches, but for schools they seem to think it the duty of others to bear all the expenses - The Presbyterian Society of Pittsburgh have offered to pay Miss James $40.00 per mo.
