In compliance with circular No. 223, Hd Qrs Asst. Comir Va July 18th 1866 I have the honor to report that Charlotte C. H. Va. would be a very desirable location for a school. There is already a private school kept by a Mr. Wm. H. Millner which has about twenty-five pupils for which he charges $2.00 each per month, but as the most of the freedmen do not get more than $8.00 per month and have families to support, it is easy to see that but few of them can send their children to this school. If some assistance could be given towards supporting a school there would be at the least 75 or 80 pupils and I think there would be as many as 100. I have made inquiries but cannot find a building which can be made available. There is not a building in this place but is used. The room used by Mr. Millner could not be made to accomodate more than he already has in it. If a new building should be built the land would cost little or nothing and I think the freedmen would pay for it, a frame building would be the cheapest and best for the purpose but I am not able to get any estimate of the probable cost.
