In accordance with Circular No.23. Hd. Qrs. Asst. Com. State of Virginia -dated Richmond Va. July 28 1866. I have the honor to make the following Report in regard to establishing Freedmens schools in the county of Sussex. 

I have been here for so short a time that I have been able to learn very little about the propriety or impropriety of immediately establishing said schools - nor do I know the most suitable locations for them - and of the state of public sentiment; among the white citizens, in regard to them, I am comparatively ignorant though I believe it is hostile.

I would therefore recommend that nothing be done in the matter for the present and when I obtain more information on the subject I will report it to you.  Very Respectfully
