cost w rent of the land would be some $20 for the former some $2 for the latter. The size of building should be 35 by 40 and one story high, material wood and cost about $300.
6" Teacher from abroad will be required. Board & lodging can be obtained (for a person of good morals and general respectability) quite near the school house at say $20 per month. 
7" There are our local friends to help to maintain the school excepting the colored people themselves, and theu are all very poor. They can however help to build the school house by the labor of their hands on it, and when erected can pay the rent. They can make repairs on it, defray the expense of a teachers board, furnish fuel and lights, and take care of school room. 
8" There are Government buildings &c &c in the county. 
9" There are no responsible white persons openly professing an interest.
10" Public sentiment was formerly utterly opposed. It is becoming more favorable
11" The freedpeople are exceedingly anxious for to have schools and I earnestly recommend the establishment of the one above mentioned. In the course of time I may recommend others, as I find suitable localities. 
N.B. I had supposed that my predecessor Lt Kingstrung had made this report before he left Sussex. If I am not mistaken he stated to me that he had.
