3rd In most of the localities given, the buildings can be obtained free of expense, as in many instances they are owned, rented or occupied by Freedmen for religious purposes, though in some few cases the use of the ground or building is given them subject to the order of the owners.
4th The buildings available are generally in good condition and the facilities for heating good, though in Chesterfield Co. the Asst Supt recommends that additions and repairs be put on to the buildings now standing and which may be used for school purposes to the amount of $1077. and that one or two new buildings be erected with material of sawed lumber to cost about $500 each. In Hanover Co the Asst Supt recommends several new buildings to be built of hewed logs at a cost of $300.
5th At the places where new buildings are recommended land can be purchased at from $15.00|$25.00 pr acre or rented upon proportional terms
6th A few teachers could be secured to take charge of the schools and others would be required from abroad. Teachers could find board at convenient distances from their schools for $20.00 per month, though in some localities it would be difficult for them to secure board in white families
