In my opinion such aid is uncertain in a pecuniary sense, though in protecting and encouraging the schools they would undoubtedly render valuable assistance and in a few instances might contribute towards bearing a portion of the expense in furnishing room, lights, fixtures, etc paying teachers and sustaining the schools. 8th Aside from the Govt buildings in Richmond, there is none that can be made available for school purposes. 10th The sentiment of the better class of people is not hostile to the establishment of schools, though there is a prejudice in the minds of the lower classes of the whites. It is believed that no violence will be offered and that a friendly co-operation will be extended in the localities named; especially if local teachers or residents be employed, as they are less liable to encounter prejudice, and more likely to receive encouragement and support than a stranger from the North.
