Lieut Chandler Asst Supt Counties of Gloucester and Mathews reports that these Schools can be sustained in each of his counties. That field is a fine one; the people are eager for schools and public sentiment is favorable; attention is invited to his report.

After mature deliberation I deem it advisable to forward this Report without waiting for that of Maj Butts Asst Supt King William Co. who, after receiving the Circular 23, received another order for it in Cir 18 from this office, and again in a letter dated Sept 5th from this office was instructed to forward it; and, finally received a verbal order from the undersigned to send it without delay. It being uncertain when his Report will come and this Report being sadly behind time (owing also to the delay of Maj. French Asst Supt. who was appealed to in a similar manner) it is thought
